Quarterly Public Reporting Requirement for Student Aid Portion

The College of St. Scholastica has received Higher Education Emergency Relief Fund (HEERF) funding and is posting regular reporting updates on the Student Aid Portion allocations as required by the U.S. Department of Education.

The College of St. Scholastica is publicly posting the following information as part of the College’s reporting requirements under the statutory requirements for the Higher Education Emergency Relief Fund Student Aid Portion.

As all funds designated for the College of St. Scholastica under CRRSAA and ARP (a)(1) and (a)(4) programs have been distributed as of September 30, 2021, this update is the College’s final quarterly posting for the Student Aid Portion.

  1. An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used the applicable amount of funds designated to provide Emergency Financial Aid Grants to Students.

    CSS acknowledges that it signed and returned to the Department of Education the Certification and Agreement on April 14, 2020. The College of St. Scholastica has used the applicable amount of funds designated under the CARES, CRRSAA, and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students.

    On April 29, 2020, the College received $1,137,462 under CARES for Emergency Financial Aid Grants to Students. On January 19, 2021, the College received $1,137,462 under CRRSAA for Emergency Financial Aid Grants to Students. On May 13, 2021, the College received $3,198,244 under ARP or Emergency Financial Aid Grants to Students.

    In total, the College has received $5,473,168 for Emergency Financial Aid Grants to Students.

  3. The total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA and ARP (a)(1) and (a)(4) programs as of the date of submission (i.e., as of the initial report and every calendar quarter thereafter).

    In Quarter 3 (July 1, 2021 – September 30, 2021), the College disbursed $3,198,244 of Emergency Financial Aid Grants to students under ARP.

    All $1,137,462 or CARES and $1,137,462 of CRRSAA Student Aid Portion Funds had been distributed prior to Quarter 3 of 2021. Cumulatively, the College has disbursed $5,473,168 of Emergency Financial Aid Grants to Students.

  4. The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students.

    The College determined that 3,344 students were eligible to receive Emergency Financial Aid Grants under ARP in Quarter 3 (July 1, 2021 – September 30, 2021).

    All CARES and CRRSAA Student Aid Portion Funds had been distributed prior to Quarter 3 of 2021. The College previously determined that 2,146 students were eligible to receive Emergency Financial Aid Grants under CARES. The College previously determined that 1,440 students were eligible to receive Emergency Financial Aid Grants under CRRSSA.

  5. The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA and ARP (a)(1) and (a)(4) programs.

    A total of 3,341 students received Emergency Financial Aid Grants under ARP in Quarter 3 (July 1, 2021 – September 30, 2021). The remaining three eligible students received emergency grants from the Institutional Portion of ARP.

    All CARES and CRRSAA Student Aid Portion Funds had been distributed prior to Quarter 3 of 2021. A total of 1,434 students received Emergency Financial Aid Grants under CRRSAA. The remaining six eligible students from this round received emergency grants from the Institutional Portion of CRRSAA. A total of 2,146 students received Emergency Financial Aid Grants under CARES.

  6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive.
    CARES

    Based on the May 6, 2020, guidance received from the Federal Department of Education, CARES emergency grant funding was awarded to students who experienced expenses due to COVID-19.

    Award group #1: Consideration was given to students who were enrolled at the point of disruption (March 13, 2020) and were eligible for Title IV federal financial aid funding based on the submission of a 2019-2020 Free Application for Federal Student Aid (FAFSA). A student’s Expected Family Contribution (EFC) was used to assess financial need and determine the final grant amount, which was determined on an individual basis

    Award group #2: Consideration was given to students who incurred additional expenses due to COVID-19 campus disruption and the altered delivery of instruction for summer 2020 clinical internships. To be eligible, students had to be eligible for Title IV federal financial aid funding based on the submission of a 2019-2020 Free Application for Federal Student Aid (FAFSA) and submit an application indicating the amount of COVID-related expenses incurred. Awards were determined on an individual basis.

    CRRSAA
    Which students received Emergency Financial Aid Grants and how much they received was determined based on Expected Family Contribution. The College fulfilled the CRRSAA requirement to prioritize students with exceptional need, such as students who receive Federal Pell Grants, by awarding the tiered amounts based on Expected Family Contribution (EFC) and utilizing the EFC cutoff for Federal Pell Grants ($5,711=100%).

    • Zero EFC = Award amount of $950
    • 1% to 50% EFC = Award amount of $850
    • 50% to 100% EFC = Award amount of $700
    • 100% to 200% EFC = Award amount of $575

    ARP
    Which students receive Emergency Financial Aid Grants and how much they will receive was determined based on Expected Family Contribution. The College fulfilled the ARP requirement to prioritize students with exceptional need, such as students who receive Federal Pell Grants, by awarding the tiered amounts based on Expected Family Contribution (EFC) and utilizing the EFC cutoff for Federal Pell Grants ($5,711=100%).

    • Zero EFC = Award amount of $1,300
    • 1% to 50% EFC = Award amount of $1,200
    • 50% to 100% EFC = Award amount of $1,100
    • 100% to 200% EFC = Award amount of $1,000
    • >200% EFC = Award amount of $850
    • Non FAFSA Filers = Award amount of $725
  7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.

    CARES
    Electronic correspondence was sent to every recipient explaining the following:

    • How payment will be received (check or direct deposit)
    • When payment will be received
    • That by receiving funding, the student certified they had educational expenses related to COVID-19

    For Award group #2, all students who had summer clinical internships were sent a survey asking them to list additional expenses incurred in their summer 2020 clinical or internship due to COVID-related delivery changes.

    CRRSAA and ARP
    Prior to the distribution of CRRSAA and ARP funds, electronic correspondence was sent to every recipient explaining the following:

    • That the U.S. Department of Education had provided this funding to assist students with covering cost of attendance or emergency costs related to tuition, food, housing, health care, or child care.
    • How payment will be received (check or direct deposit)
    • When payment will be received

September 30, 2021 CRRSAA and ARP Report

The College of St. Scholastica is publicly posting the following information as part of the College’s reporting requirements under CRRSAA and ARP(a)(1) programs. Under the CRRSAA and ARP (a)(1) programs, student portion funds must be used to provide financial aid grants to students (including students exclusively enrolled in distance education) which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or
child care.

As all funds designated for CSS under CRRSAA and ARP (a)(1) and (a)(4) programs have been distributed as of September 30, 2021, this update is the College’s final quarterly posting for the Student Portion of CRRSAA and ARP.

  1. An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used the applicable amount of funds designated under the CRRSAA and ARP(a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
    CSS acknowledges that it signed and returned to the Department of Education the Certification and Agreement on April 14, 2020. CSS will use the applicable amount of funds designated under the CRRSAA and ARP(a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students. The applicable amount of funds designated for Emergency Financial Aid Grants to Students under CRRSAA and the APR have been distributed.

    On January 19, 2021, CSS received $1,137,462 under CRRSAA for Emergency Financial Aid Grants to Students.

    CSS determined that 3,344 students were eligible to receive Emergency Financial Aid Grants under ARP.

Sept. 30, 2020 CARES Act Report

Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act” or the “Act”), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the Act to submit (in a time and manner required by the Secretary) a report to the Secretary describing the use of funds distributed from the Higher Education Emergency Relief Fund (“HEERF”). Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care). On April 9, 2020, the Department published documents related to the Emergency Financial Aid Grants, including a letter from Secretary Betsy DeVos, a form Certification and Agreement for signing and returning by institutions to access the funds, and a list of institutional allocations under 18004(a)(1).

In accordance with the revised electronic announcement, originally posted on May 6, 2020, and updated on August 31, 2020, by the Department of Education’s Office of Postsecondary Education, the College is publicly posting the following grant information as part of the College’s  reporting requirements under the CARES Act. The revised electronic announcement required institutions to publish quarterly updates no later than 10 days after the calendar quarter (October 10, January 10, April 10, and July 10), starting October 10, 2020, with information current as of September 30, 2020. This posting contains the seven reporting elements presented in the electronic announcement.

As all Emergency Financial Aid Grant funds have been expended as of September 30, 2020, this October 10, 2020, update is the College’s final quarterly posting.

Thus, required by the Office of Postsecondary Education’s electronic announcement, CSS reports the following:

  1. An acknowledgment that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. CSS acknowledges that it signed and returned to the Department the Certification and Agreement on April 14, 2020.CSS acknowledges its assurance that it intends to use no less than 50% of the funds so received to provide Emergency Financial Aid Grants to students.
  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students. On April 29, 2020, CSS received $1,137,462 for Emergency Financial Aid Grants to Students.
  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).

    As of September 30, 2020, $1,137,462 has been awarded in CARES emergency grant funding.
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.CSS estimates that approximately 2,146 students are eligible to participate in programs under Section 484 of Title IV of the Higher Education Act of 1965 and are therefore eligible to be considered to receive Emergency Financial Aid Grants.
  5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act. As of September 30, 2020, 2,146 students have been awarded CARES emergency grant funding.
  6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act. This program is supported by the U.S. Department of Education as part of an award totaling $1,137,462 with 100 percentage financed with federal funds and 0 percentage financed with non­governmental sources.

Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act” or the “Act”), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the Act to submit (in a time and manner required by the Secretary) a report to the Secretary describing the use of funds distributed from the Higher Education Emergency Relief Fund (“HEERF”). Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care). On April 9, 2020, the Department published documents related to the Emergency Financial Aid Grants, including a letter from Secretary Betsy DeVos, a form Certification and Agreement for signing and returning by institutions to access the funds, and a list of institutional allocations under 18004(a)(1).

The CARES Act designates funds under the Higher Education Emergency Relief Fund to provide, among other things, direct grant assistance to students to cover expenses related to the disruption of campus operations due to coronavirus. The College of St. Scholastica (“CSS”) submitted the Certification and Agreement form to participate in this funding program on April 14, 2020, and CSS received its allocation under this funding program on April 29, 2020.

In accordance with the guidance, posted on May 06, 2020, by the Office of Postsecondary Education of the U.S. Department of Education, relating to the Higher Education Emergency Relief Fund (HEERF) Reporting – Emergency Financial Aid Grants to Students (the “Guidance”), each HEERF participating institution must post the information listed below on its website. Accordingly, this posting is being made pursuant to and in accordance with the Guidance. The Certification and Agreement that CSS entered into to receive these HEERF funds directs it to submit an initial report (the “30-day Fund Report”) to the Secretary 30 days from the date of its Certification and Agreement.

In the Guidance, the Department indicates that it would like to receive the most current information from the date when the institution received its allocation for emergency financial aid grants to students. Accordingly, the Department indicates therein that said information must be posted 30 days after the date when the institution received its allocation under of these funds under the CARES Act and updated every 45 days thereafter.

Consistent with its Certification and Agreement, CSS is electing to post publicly the required information as of May 14, 2020, which is 30 days after the date of its Certification and Agreement. This information will be updated 45 days thereafter, which will be June 28, 2020, and every 45 days thereafter.

With this, as required by the Guidance, CSS reports the following:

  1. An acknowledgment that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. CSS acknowledges that it signed and returned to the Department the Certification and Agreement on April 14, 2020. CSS acknowledges its assurance that it intends to use no less than 50% of the funds so received to provide Emergency Financial Aid Grants to students. 
  2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students. On April 29, 2020, CSS received $1,137,462 for Emergency Financial Aid Grants to Students. 
  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter). As of Aug. 12, 2020, $1,068,950 has been awarded in CARES emergency grant funding. 
  4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act. CSS estimates that approximately 2,142 students are eligible to participate in programs under Section 484 of Title IV of the Higher Education Act of 1965 and are therefore eligible to be considered to receive Emergency Financial Aid Grants. 
  5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act. As of Aug. 12, 2020, 2,142 students have been awarded CARES emergency grant funding. 
  6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act. Based on the May 6, 2020, guidance received from the Federal Department of Education, CARES emergency grant funding was awarded to students who experienced expenses due to COVID-19. Consideration was given to students who were enrolled at the point of disruption (March 13, 2020) and were eligible for Title IV federal financial aid funding based on the submission of a 2019-2020 Free Application for Federal Student Aid (FAFSA). A student’s Expected Family Contribution (EFC) was used to assess financial need and determine the final grant amount.
  7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. Electronic correspondence was sent to every recipient explaining the following:
    • How payment will be received (check or direct deposit)
    • When payment will be received
    • By receiving funding, the student certified they had educational expenses related to COVID-19

This program is supported by the U.S. Department of Education as part of an award totaling $1,137,462 with 100 percentage financed with federal funds and 0 percentage financed with non­governmental sources.
